For the first time in history, the Health Commission of the Chamber of Deputies opened to debate at the prestigious University of Oxford on issues of paramount importance to the world of medicine. This medical event was held under the presidency of the federal representative Emmanuel Reyes Carmona and with the participation of a multidisciplinary group of Mexican doctors.
Discussions, workshops and roundtables were held to analyze the Mexican perspective on scientific advances and bioethical issues related to uterine transplantation.
The main objective of this meeting is to discuss public policies related to the progressive agenda promoted by Reyes Carmona. This agenda covers aspects such as uterine transplantation, in vitro fertilization, surrogacy and arrangements for assisted birth techniques. The goal is to ensure the safety of patients who choose to use this technique, while respecting human rights and bioethical principles.
Important technical, medical, surgical, social and cultural aspects were discussed, why these transcendental issues came to the fore in the House of Representatives. Current regulations and their weaknesses in terms of transplantation and issues related to uterine transplantation and maternity were analyzed; They spoke of the technical legislative process for the initiative to be successful, highlighting that they saw promising progress in the progressive agenda advanced by Reyes Carmona.
Among those present were Dr. Carlos Castillo Rangel, president of the advisory board of the National College of Neurosurgery and Dr. José Ignacio Santos Preciado, president of the National Regulatory Committee of the Council for Medical Specialties (CONACEM).
Carlos Castillo Rangel thanked Oxford academics and health commission president for the invitation; pledged to continue to work closely with the Chamber of Deputies and take the opportunity to extend invitations to medical colleges and medical associations to join the progressive agenda led by Deputy Carmona, which includes termination of pregnancy, dignified and painless death (euthanasia), objection conscience.
Reyes Carmona emphasized that all these initiatives will leave their mark and will be a turning point for future legislation, as they will be able to equip themselves with an information memorandum that will remain in the House of Representatives and will lay the foundation for other initiatives. The act is followed and shared by scientific experts from the UK and around the world, bringing advances in state-of-the-art techniques and
government regulations.
The work of the Chamber of Deputies Health Commission is multidisciplinary, coordinated by Carmona and by federal representatives Favio Castellanos and Dr. Rebeca Alcaide, the commission’s technical secretary.
It takes place at the University of Oxford, and was co-developed with Dr. César Palacios-González, member of the university and the Oxford Uehiro Center for Practical Ethics, located at Littlegate House, and Dr. María de Jesús Medina Arellano , PhD in Bioethics and Medical Jurisprudence from the University of Manchester.
For his part, Dr. Cesar Palacios Jiménez, who was part of the team directing the new Master’s Degree in Practical Ethics, offered by the Oxford Uehiro Center for Practical Ethics in the Faculty of Philosophy and the Department of Continuing Education, contributed his perspective on the importance of legislation adhering to issues of interest. Palacios Jiménez is one of the university hosts in collaboration with Dr. María de Jesús Medina Arellano of the National Autonomous University of Mexico and the University of Oxford.
On the second day of the workshop, a multidisciplinary group consisting of Mexican doctors and consultants from the Health Commission joined, led by Mtra. Rebeca Alcaide, actively participate. Carlos Castillo Rangel, president of the advisory board of the National College of Neurosurgery; José Ignacio Santos Preciado, president of CONACEM; Dr. Enrique Romero Algara, plastic and reconstructive surgeon; Dr Jaime Ordoñez Granja; Dr Israel Cordova Santiago; Dr. Pablo Hernández Ambrosio; Dr. Luis Arturo Ruvalcaba Castellón, a uterus transplant specialist in Mexico, and Dr. Raymundo Canales from the National Institute of Perinatology (which is connected remotely and in real time), joined in on the activity.
The meeting and workshop held at the University of Oxford is an important step in the search for solutions and progress in the fields of health and bioethics. The collaboration between international and national experts in this important academic forum demonstrates Mexico’s commitment to addressing this issue from a multidisciplinary and ethical perspective.
